Importation of Opium Prohibited.

Some time ago the Canton Authorities received a com- munication from the Board of Foreign Affairs stating that with regard to the question of prohibiting the importor opium into Hongkong, arrangements had been made with the British Government that both governments were to take steps to prevent importation in their own territories. The Cus- toms Commissioner reported that owing to the high price of opium in Hongkong it was impossible to prevent unscrupulous persons indulging in smuggling. The Authorities have con- sequently issued proclamation and at the same time have diredted all custom stations to keep a strict watch. As this matter has an important bearing upon the prohibition of opium-smoking, secret instructions have been given to find out by what routes this smuggling of opium is mostly carried on, with a view to putting a stop to the practice in the interest of the prohbition of opium-anoking and to avoid giving any ground of complaint. It has been report- ed that the smuggled opium comes mostly from the West River, Chiu Chow and Shanghai. Orders have been given for strict searches to be made to stop smuggling from the first two mentioned places; but as Shanghai is beyond the jurisdic- tion of the Province of KwongTung a special telegram has been sent to the Board of Foreign Affairs requesting that the Shanghai Customs House be asked to also take strict actions to guard against smuggling.
